Minister for Foreign Affairs and Spokesperson of the Government Pradeep Gyawali said that it has been decided to allow tourists to visit Nepal from October 17 2020 . Every tourist coming to Nepal has to bring a PCR negative report before 72 hours boarding.
The Department of Immigration has resumed its visa services from Sept. 13. Visa will be regulated as per prior notice from the Department of Immigration (DoI) dated Aug. 17, without any late fees or penalties till Sept. 27. In case of any further queries regarding extension of visa or overstay, please contact the immigration officers as mentioned in the notice during office hours.

Foreign tourists visiting Nepal for mountaineering and trekking activities. According to most important guideline, the tourist must secure entry visa before coming Nepal in coordination with travel or trekking agencies.
Tourist must carry a PCR negative report conducted not more than 72 hours ago.
Tourist must have hotel-booking documents
In addition to the above-mentioned guidelines, tourist must undergo a PCR test at their own expense on the fifth day of being quarantined and if the result is positive, they must stay in quarantine far as long they do not test negative.
Also, the trekking agents must ensure a Covid insurance worth USD 1000 of all tourists before applying for permit. Also the tourists must follow all health protocols laid out by health Ministry.
